I am wanting to use what latest version of AMI that I have which is V3.99X.

I think Visual Studio Community Edition is what it typically recommended.  It's free and has looser license restrictions in corporate environments when used with Open Source projects.  I personally use 2015.

I generally recommend Community Edition 2017. Version 2015 had a problem where it would sometimes not add all of the drivers to the Toolbox. Never figured why it would only do it some of the time, but it was reported to Microsoft and they fixed it in 2017.

I will also mention that VS2017 changed the installer. You have to be sure to select the Desktop Application workload when installing.
